Define “major mods”.
Will it bolt up to the block? Yes. That’s about the only thing that does.

The stock intake uses the small (Holley) bolt pattern. The only issue is, are the bores in the intake large enough to clear the throttle blades as they open.

Thanks for all the input. I am not a big fan of Edelbrock…Already purchased my Quick Fuel…..not really wanting to use the adapter plate… hoping for a clean look…

Was definitely Jetfire only as Kelly said, in the ’63 service manual. The diagrams for the other models only show a 90 degree elbow fitting on the inlet side. My Cutlass originally came with A/C and does not have this device or a return line.

You are partly right. Not so much to prevent surge but to keep a continues forward motion of the fuel. I think this was on all cars with a return line in 62 and 63 but it could have been Jetfire only. I believe A/C cars would have had them but maybe not.
